He was born in the village of Pereselentsi, Mykolaiv district, Odesa region.

From August 1998 to July 2002, he studied at the Odesa Institute of Internal Affairs (Odesa State University of Internal Affairs), majoring in law.

Roman Kharkovyi took part in events related to the defense of Ukraine near the settlements of Bila Krynytsia, Mykolaiv region, Blahodativka, Kherson region, Tokarivka, Kherson region, and Soledar, Donetsk region.

From January 01, 2023 he was reported missing near the town of Soledar, Bakhmut district, Donetsk region.
