Supervisory Board

In accordance with Art. 37 of the Law of Ukraine “On Higher Education” and the Statute of Odesa State University of Internal Affairs, at a meeting of the Academic Council held on June 29, 2022 (Minutes No. 21), the Rector proposed candidates for the Supervisory Board. The Regulations on the Supervisory Board of the University were approved by the Academic Council on July 26, 2022 (Minutes No. 22). According to the Regulations, the Supervisory Board consists of representatives of state and local authorities, public figures, educators and scientists, heads of enterprises, institutions and organizations. The Supervisory Board may not include higher education students and employees of the University (including part-time or hourly employees).

 

The personnel composition of the Supervisory Board in the amount of 9 persons was approved by the order of the Ministry of Internal Affairs of Ukraine dated August 23, 2022, No. 513 (as amended by the order of the Ministry of Internal Affairs of Ukraine dated March 13, 2024, No. 157).

 

At the first meeting of the SB held on September 27, 2022, Oleksii Leonov, Member of Parliament of Ukraine of the IX convocation, was elected as the Chairman of the Supervisory Board, and Volodymyr Bosenko, Member of the Odesa Regional Council of the VIII convocation, as the Secretary. The Chairman and members of the Supervisory Board perform their duties on a voluntary basis.

 

In accordance with the Charter of Odesa Regional State Police and the approved Regulations, the main principles of the Supervisory Board's activity are

 

  • collegiality and openness in decision-making;

 

  • transparency of activities;

 

  • impartiality and equality of the Supervisory Board members;

 

  • division of rights, powers and responsibilities between the Supervisory Board and the Rector of the University;

 

  • independence from political parties, movements and public organizations with political goals, religious organizations, public associations, etc.

 

The Supervisory Board contributes to solving perspective tasks of the University development, issues of attracting financial resources to ensure the main and strengthening of the material and technical base, exercising control over their use, effective interaction of the University with state and local governments, the scientific community, business entities in the interests of development and improvement of the quality of educational, scientific, economic activities and competitiveness of the University, exercises public control over its activities, etc.
