A criminal investigation officer, a thunderstorm of criminals is the heroic image of such law enforcement officers is often depicted in books and films. But in fact - it is work for brave, determined and purposeful people of honor and courage.

It is these young people who study at the Educational and Scientific Institute for the Training of Specialists for the Criminal Police Units of the National Police of Ukraine of the Odesa State University of Internal Affairs, the history of which began from the first days of the institution's existence.

It was founded on February 27, 1922, as a school for the training of senior and junior policemen at the Odesa provincial police. In 1929, for the first time in the Odesa police school, a program was developed to train criminal investigation agents with a training period of 1 year. Since 1932, operational commissioners of the criminal investigation department were trained in the created police school to prepare the average commanding staff. In 1952, the school was reformed into the Odesa Special Secondary Police School, which trained criminal investigation officers.

Already in independent Ukraine, on December 12, 1994, by Decree of the Cabinet of Ministers of Ukraine No. 818 and Order of the Ministry of Internal Affairs of Ukraine No. 108 of February 20, 1995, the Odesa Institute of Internal Affairs of the Ministry of Internal Affairs of Ukraine was created on the basis of the police school, in which the faculty of criminal police became the profile. Subsequently, on November 7, 2015, by order of the Ministry of Internal Affairs of Ukraine No. 1392, the Faculty No. 1 for training specialists for criminal police units was created at the Odesa State University of Internal Affairs on the basis of the existing faculty of criminal police. and already on June 11, 2019, by order of the Ministry of Internal Affairs of Ukraine No. 479, the unit was reorganized into the faculty of training specialists for criminal police units of the Odesa State University of Internal Affairs, which worked for five years.

In order to optimize the work of the Ministry of Internal Affairs of Ukraine and in particular institutions of higher education with specific learning conditions included in the sphere of management of the Ministry of Internal Affairs of Ukraine, organizational and staff changes were carried out. Based on the results of the work carried out by order of the Ministry of Internal Affairs of Ukraine dated June 07, 2024 No. 400, a new unit was created in the state of Odesa State University of Internal Affairs - the Educational and Scientific Institute for the Training of Specialists for Criminal Police Units of the National Police of Ukraine.

Today, the Institute provides training for criminal police units of the National Police of Ukraine by state order, namely: training of applicants for higher education in full-time education on the basis of complete general secondary education bachelor's degree in the specialty: "Law Enforcement" (262) (training period - 3 years).

The Educational and Scientific Institute for Training Specialists for Criminal Police Units of the National Police of Ukraine unites two departments and a laboratory:

- Department of operational-search activities;

- Department of Fire Training;

- Research laboratory on topical issues of criminal analysis.

Scientific and pedagogical workers have considerable experience in practical activities, because teachers have repeatedly participated in solving crimes, being in various positions in practical units, participated in anti-terrorist activities and hostilities. Rich empirical material transformed into unique training courses and relevant scientific research.

Scientific and pedagogical staff of the Department of Operational and Investigative Activities throughout the entire period of study form the cadets' skills of operational work in practical units and the specifics of the disclosure of criminal offenses of various types and directions.

Specialists of the fire training department form the necessary skills and abilities when handling firearms.

Scientists of the research laboratory investigate problematic issues of criminal analysis and are designed to provide scientific assessment and assistance to employees of criminal police units.

Under the guidance of experienced teachers, cadets persistently master the most modern achievements of legal science and special disciplines, learn to possess the means of special equipment, study special tactics and master the skills of helping victims.

For training and recreation at the institute, all appropriate conditions have been created that allow you to show your individual qualities in study, in science and in sports. Cadets have the opportunity to engage in scientific activities, participate in conferences, all-Ukrainian competitions of scientific works.

Graduates of the Educational and Scientific Institute for Training Specialists for Criminal Police Units of the National Police of Ukraine are qualified law enforcement officers who ensure stability and order. They are purposeful and confident that the knowledge gained will help to effectively counteract crime, and in difficult situations you can always count on the help of the scientific and pedagogical staff and the leadership of the institute and the university, because communication with graduates is constantly maintained.
