Odesa State University of Internal Affairs is a higher education institution of the Ministry of Internal Affairs of Ukraine with specific train ing conditions. During its existence, the educational institution has come a long way from the Odesa Provincial School for Training Junior and Senior Police Officers, founded on February 27, 1922, to Odesa State University of Internal Affairs, established by the Resolution of the Cabinet of Ministers of Ukraine No. 77 of February 22, 2008, which today is one of the leading higher education institutions in the system of the Ministry of Internal Affairs.

Mission
The activity of each member of the numerous staff of Odesa State University of Internal Affairs is aimed at providing training of citizen leaders for our society. We do this through the prism of an irresistible desire to build a modern legal democratic state and the strict rule of law.
The University provides a full cycle of lawyer training: from bachelor's to doctoral degrees. The cadets and students study such general legal disciplines as criminal law, civil law, criminology, criminal procedure, civil procedure, forensic science, international law, constitutional law, administrative law and administrative procedure, financial, tax, customs law, legal psychology, etc.
In addition, there are special disciplines that are taught only in higher education institutions of the Ministry of Internal Affairs: operational and search activities, firearms training, tactical and special training, special physical training, countering cybercrime, etc. To consolidate theoretical knowledge, students take practical classes in law enforcement units.
Students complete their internships at their choice in government agencies and institutions, as well as in commercial enterprises and institutions.
The cadets are trained in the units of the National Police, where they are guaranteed to be employed after graduation.
Professional team
The guarantee of quality training of specialists is the professional level of scientific and pedagogical staff. Today, the university has a strong pedagogical potential of scientists: 27 doctors of sciences and professors and 148 candidates of sciences, associate professors and senior researchers. In addition to scientific achievements, most employees have significant experience in practical departments, such as judicial and law enforcement agencies, which is extremely important for the training of future lawyers.

As of March 15, 2023, the University has 3,614 students, trainees and cadets.

Throughout its existence, the University has successfully graduated more than 30,000 law enforcement officers and lawyers.
Buildings and other assets
The educational process at the university is carried out in:
19 lecture halls;
114 classrooms, including specialized classrooms;

Child Friendly Crisis Room, a training ground designed to work with children who have suffered as a result of a criminal offense or witnessed sexual abuse or exploitation, other criminal offenses, or are suspected of committing criminal offenses, using special child-friendly techniques;
the training ground "Identification outside visual and audio surveillance”, designed to work with the person who identifies in order to ensure his or her safety;
the Courtroom training ground, which allows demonstrating the full range of actions to combat domestic violence by simulating a court hearing to bring the perpetrator to justice;
a complex training ground “Interactive Classroom”, which includes two rooms located in the university building, one of the two rooms is an imitation of a one-room apartment equipped with video cameras, microphones and other equipment that provides recording, direct playback and the ability to save video of the simulated fact of domestic violence and the process of police response to it;
a specialized training ground “Line-102”, which includes two rooms, one of which is a classroom equipped with modern technical means that allow students to observe online the actions of the 102 operator, dispatcher, the response of the patrol police and the correctness of filling out official documentation;
Specialized training ground “Police Station» equipped with inventory, a personal computer with an Internet connection, necessary office equipment, communication equipment and special personal protective equipment for two people, special legal literature;
a specialized training ground for combating drug crime;
Tactical Town № 1 training ground of the Police Academy (simulation of buildings with various obstacles, video cameras, knife fight room, simulated weapons);

Library and teaching materials
The university has general and special libraries with a total volume of more than 100,000 copies. In addition, there is a significant number of electronic publications. They provide future specialists with educational, methodological, scientific and fiction literature.
During lectures and seminars, multimedia presentations and educational films, as well as relevant specialized software are used. The university's lecture fund has been converted into electronic form and, together with the teaching and methodological complexes of the disciplines, is stored on digital media at the departments and in the library.
Faculties, research and administrative units
The University consists of 4 faculties, 19 departments, the Institute of Law and Security, the Research Laboratory for Problematic Issues of Criminal Analysis, the Department of Postgraduate Education, Doctoral and Postgraduate Studies, departments, services and support units.
The University publishes scientific journals “South Ukrainian Law Journal” and “Legal Bulletin”, which are included in the list of scientific professional publications that may publish the results of dissertations for the degree of Doctor and Candidate of Law (Doctor of Philosophy) (Decision of the Attestation Board of the Ministry of Education and Science of Ukraine of 26.06.2014). The journals are registered in such scientometric databases, repositories and catalogs as: “Google Scholar, Research Bible (ResearchBib), Ukrainian Scientific Journals, Ukrayinska Nauka, Ivan Fedorov Book Chamber of Ukraine, State Scientific and Technical Library of Ukraine, Vernadsky National Library of Ukraine, National Parliamentary Library of Ukraine, Vasyl Stefanyk Lviv National Scientific Library, Odesa National Scientific Library, V.G. Korolenko Kharkiv State Scientific Library. The journals are included in the rating list “Bibliometrics of Ukrainian Science” of the Center for Social Communication Research. The editorial boards of the journals include leading scholars from Ukraine, the United Kingdom, the Czech Republic and Luxembourg.
The University has 2 specialized academic councils, the Center for Gender Education, Preparatory Courses, and the Legal Clinic.
University life
The life of students and cadets is not only about strict education and constant learning, but also about bright leisure and the possibility of self-expression.
The university has creative teams: pop, vocal, dance ensembles and the KVN team “Resort Zone”, where every student and cadet can show their talent.
The university pays considerable attention to the development of physical culture and sports. Today, the university has the opportunity to constantly improve its physical training in various martial arts sections under the guidance of experienced coaches, most of whom are masters of sports. Thanks to this, the University is annually replenished with talented cadets-athletes who become champions of Ukraine, Europe and the World while studying.
International partners
Establishment and development of relations with higher education institutions, governmental and non-governmental organizations of Ukraine and foreign countries, as well as raising the image of law enforcement officers in the national and international arena are among the priority areas of the University's activities. Today, the University cooperates with the Stefan cel Mare Academy of the Republic of Moldova, the Police University College of the Republic of Finland, the Police Educational Complex of the Republic of Armenia, the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Esbulatov, the Romanian Police Agent Training School in Vasil Lascar, the Lithuanian Police School, the Center for German Law of the Law Faculty of Taras Shevchenko National University of Kyiv, and the EU Border Assistance Mission to Moldova and Ukraine, International Association of Police Academies (InterPA), Higher School of Police (Szczytno, Poland), European Police College (CEPOL), etc.
