Odesa State University of Internal Affairs is a higher education institution of the Ministry of Internal Affairs of Ukraine with specific train ing conditions. During its existence, the educational institution has come a long way from the Odesa Provincial School for Training Junior and Senior Police Officers, founded on February 27, 1922, to Odesa State University of Internal Affairs, established by the Resolution of the Cabinet of Ministers of Ukraine No. 77 of February 22, 2008, which today is one of the leading higher education institutions in the system of the Ministry of Internal Affairs.

Mission
The activity of each member of the numerous staff of Odesa State University of Internal Affairs is aimed at providing training of citizen leaders for our society. We do this through the prism of an irresistible desire to build a modern legal democratic state and the strict rule of law.
The University provides a full cycle of lawyer training: from bachelor's to doctoral degrees. The cadets and students study such general legal disciplines as criminal law, civil law, criminology, criminal procedure, civil procedure, forensic science, international law, constitutional law, administrative law and administrative procedure, financial, tax, customs law, legal psychology, etc.
In addition, there are special disciplines that are taught only in higher education institutions of the Ministry of Internal Affairs: operational and search activities, firearms training, tactical and special training, special physical training, countering cybercrime, etc. To consolidate theoretical knowledge, students take practical classes in law enforcement units. Students complete their internships at their choice in government agencies and institutions, as well as in commercial enterprises and institutions.
The cadets are trained in the units of the National Police, where they are guaranteed to be employed after graduation.
Professional team
The guarantee of quality training of specialists is the professional level of scientific and pedagogical staff. Today, the University has a strong pedagogical potential of scientists: 27 doctors of sciences and professors and 130 candidates of sciences. In addition to scientific achievements, most employees have significant experience in practical departments, such as judicial and law enforcement agencies, which is extremely important for the training of future lawyers.

Throughout its existence, the University has successfully graduated more than 30,000 law enforcement officers and lawyers.
Buildings and other assets
The educational process at the University is carried out in:

specialized training ground «Police Station», which includes the premises provided to the district police officer to perform the tasks assigned to him to ensure law and order within the police station. A specialized training ground provides an opportunity for practical development of the provision of police services in the areas of ensuring public security and order, protecting human rights and freedom, as well as the interests of society and the state; interaction with law enforcement and other public authorities, as well as local authorities; close cooperation and interaction with the population, territorial communities and public associations on the basis of partnership; ensuring continuous and round-the-clock performance of tasks assigned to the police; the right of a citizen at any time to seek help from the police/policeman;
specialized training ground «Line 102», which includes two rooms, one of which is an educational audience equipped with modern technical means that allow applicants for education to observe online the actions of the operator 102, the dispatcher, the response of the patrol police and the correctness of filling out official documentation;
a complex training ground «Interactive Classroom», which includes two rooms located in the University building, one of the two rooms is an imitation of a one-room apartment equipped with video cameras, microphones and other equipment that provides recording, direct playback and the ability to save video of the simulated fact of domestic violence and the process of police response to it;
specialized classroom «Specialized classroom with» «Domedic care», which includes one room located in the academic building of the University. The audience ensures the acquisition and deepening of comprehensive knowledge and skills in the organization and tactics of emergency pre-medical care, the basic rules for the organization and methodology of a set of urgent measures aimed at stopping the action of the factor (source) of damage, eliminating life-threatening phenomena, alleviating suffering, preparing the victim for sending to a medical institution;
specialized training ground «Interactive auditorium» «Courtroom», which allows demonstrating the full range of actions to counter domestic violence by simulating a court session to bring the guilty to justice and serves to acquire practical skills in criminal, civil and economic proceedings;
specialized training ground «Interactive audience» «The room is friendly to the survey of children» and «Recognition outside the visual and audio observation», which includes two rooms located in the academic building of the University. The audience is intended to work with children who have suffered as a result of a criminal offense or witnessed sexual violence or exploitation, other criminal offenses, or those who are suspected of committing criminal offenses, using special methods that are friendly to the child. And also, to work with a recognizable person in order to ensure his safety. In this case, identification is carried out in conditions when the person presented for identification does not see or hear the person who recognizes, that is, outside his visual and audio observation;
specialized object of educational purpose «Documentation and investigation of war crimes» with the corresponding locations: «Consequences of rocket fire», «Undermining a car with civilians», «Mass burial», «Dungeon» and «Detection of explosive objects». The landfill is designed to acquire and deepen the complex knowledge and skills of organizing and tactics for conducting urgent investigative (search) actions, drawing up procedural documents, developing algorithms for interaction between the relevant bodies and units when documenting and investigating war crimes in conditions as close as possible to real investigative situations;
specialized object of educational purpose № 5 «Investigator's office»,which is two separate rooms, one of which imitates the investigator's office equipped with a video surveillance camera. Another is an educational audience with a TV installed, which provides an opportunity to observe events in the investigator's office. The specialized object of educational purpose creates conditions for improving the competencies of cadets and students, consolidating the level of knowledge, developing the skills necessary for effectively solving the tasks of professional activity of a policeman, forming psychological readiness for action in difficult conditions of official activity during practical (binary) classes;
specialized training ground № 4 «Academic Railway Platform», which is a section of the terrain that simulates a railway platform with a railway track with a passenger car, a one-story building (imitation of a ticket office) and a park area located on it. A specialized object of educational purpose creates conditions for improving the competencies of students and cadets in order to consolidate knowledge, develop skills necessary to solve the tasks of professional activity of a policeman, form psychological readiness for action in difficult conditions of official activity, during practical training;
specialized object of educational purpose № 3 «Room of detainees», which is a training audience with a room that simulates a room for detainees and a model of a car for transporting detainees. The specialized object of educational purpose provides theoretical and practical training in subjects provided by educational programs, creates conditions for improving the competencies of cadets and students, in order to consolidate knowledge, develop the skills necessary for effectively solving the tasks of professional activity of a policeman, the formation of psychological readiness for action in difficult conditions of official activity during practical and binary classes;
specialized educational audience «On the identification of explosive objects», which includes one room located in the academic building of the university. The audience provides practical training at a high practical, scientific, methodological and technical level in accordance with existing curricula and methodological recommendations, as well as organizing and conducting outside the classroom and optional work, thereby developing practical skills in identifying explosive objects, responding to statements and reports of the detection of objects similar to explosive, ensuring personal safety and safety of others in case of detection of an explosive object;
specialized object of educational purpose «Block-post», which includes a checkpoint temporarily established at the entrance-exit to a separate area in which measures of a certain legal regime are introduced; to enhance the security of personnel and persons on it, the checkpoint is equipped in engineering terms. The training ground provides an opportunity to gain practical skills, knowledge, development of simulations of various situations that are necessary to stop, check or block people and vehicles, respond to suspicious situations in wartime that may arise at checkpoints;
specialized training object «Training class for operators of unmanned aerial vehicles», which includes one training room equipped with personal computers with loaded simulator programs for controlling unmanned aerial vehicles and control panels. The facility provides training in planning operations and activities using UAVs, formation of theoretical knowledge on the material part and tactical and technical characteristics of various types of UAVs, fundamentals of topography, orientation and navigation, safety measures in UAV control and pilot safety, legal norms of UAV use, bases, techniques and rules in UAV management, as well as tactics for practicing practical skills in controlling conventional unmanned aerial vehicles and FPV drones, as well as performing flight missions;
specialized object of educational purpose «Domedical training and tactical medicine», which includes one room located in the educational building of the Odesa Primary Vocational Training Center «Police Academy». The facility provides acquisition and deepening of complex knowledge and skills of organization and tactics of pre-medical assistance and possession of practical skills during martial law, possession of cards of the victim and development of algorithms of actions in providing pre-medical assistance to victims for the period of martial law;
specialized object of educational purpose «Protection of ionizing radiation sources», which includes a training room equipped with personal places, an interactive whiteboard and a projector. The facility provides an opportunity to gain practical skills and necessary knowledge to ensure safety and health in conditions of potential radiation hazard;

The object provides an opportunity to obtain practical skills and knowledge that are necessary for work in wartime, to improve tactical training in defense capability and to preserve the life and health of personnel in combat;
specialized object of educational purpose «Custody Records», which is a system for recording all actions against detained persons, which is designed to provide guarantees of human rights for detainees and to prevent groundless accusations of policemen. The specialized object of educational purpose provides theoretical and practical training in subjects provided by educational programs, creates conditions for improving the competencies of cadets and students, in order to consolidate knowledge, develop the skills necessary for effectively solving the tasks of professional activity of a policeman, the formation of psychological readiness for action in difficult conditions of official activity during practical and binary classes;

Library and teaching materials
The University has general and special libraries with a total volume of more than 100,000 copies. In addition, there is a significant number of electronic publications. They provide future specialists with educational, methodological, scientific and fiction literature.
During lectures and seminars, multimedia presentations and educational films, as well as relevant specialized software are used. The University's lecture fund has been converted into electronic form and, together with the teaching and methodological complexes of the disciplines, is stored on digital media at the departments and in the library.
The University includes: Educational and Scientific Institute of Training of Specialists for Criminal Police Units of the National Police of Ukraine, Faculty of Training of Specialists for Preventive Activity Units of the National Police of Ukraine, Faculty of Training of Specialists for Pre-trial Investigation Bodies of the National Police of Ukraine, Institute of Law and Security, Institute of Postgraduate Education and Distance Learning, Odesa Center of Primary Professional Training «Police Academy» (Odesa), Research Laboratory on Topical Issues of Criminal Analysis, 17 chairs, departments, services and support units.
The University publishes scientific journals «South Ukrainian Law Journal» and «Legal Bulletin», which are included in the list of scientific professional publications that may publish the results of dissertations for the degree of Doctor and Candidate of Law (Doctor of Philosophy) (Decision of the Attestation Board of the Ministry of Education and Science of Ukraine of 26.06.2014). The journals are registered in such scientometric databases, repositories and catalogs as: «Google Scholar», «Research Bible (ResearchBib)», «Ukrainian Scientific Journals», «Ukrayinska Nauka», Ivan Fedorov Book Chamber of Ukraine, State Scientific and Technical Library of Ukraine, Vernadsky National Library of Ukraine, National Parliamentary Library of Ukraine, Vasyl Stefanyk Lviv National Scientific Library, Odesa National Scientific Library, V.G. Korolenko Kharkiv State Scientific Library. The journals are included in the rating list «Bibliometrics of Ukrainian Science» of the Center for Social Communication Research. The editorial boards of the journals include leading scholars from Ukraine, the United Kingdom, the Czech Republic and Luxembourg.
University life
The life of students and cadets is not only a strict upbringing and constant learning, but also a bright leisure and an opportunity for self-expression.
There are creative groups at the University, where every student and cadet can show their talent.
The University pays considerable attention to the development of physical culture and sports. Today, the University has the opportunity to constantly improve its physical training in various martial arts sections under the guidance of experienced coaches, most of whom are masters of sports. Thanks to this, the University is annually replenished with talented cadets-athletes who become champions of Ukraine, Europe and the World while studying.

Establishment and development of relations with higher education institutions, state and non-governmental organizations of Ukraine, foreign countries, as well as improving the image of law enforcement officers in the national and international arena are among the priorities of the University.
