Section 1. General provisions
1.1The Rules of Conduct for Applicants for Higher Education (hereinafter referred to as the Rules) define the basic norms of behavior of persons who receive higher education at Odesa State University of Internal Affairs (hereinafter referred to as the University), as well as careful treatment of equipment and premises, equipment, other material assets, compliance with the rules on labor protection, fire safety, occupational sanitation and hygiene.
1.2. The Rules have been developed in accordance with the requirements of the Law of Ukraine “On Higher Education”, the Charter of Odesa State University of Internal Affairs and apply to all higher education students enrolled at the University.
1.3. These rules shall be approved, amended or canceled exclusively by the Rector of the University upon the proposal of the Chairman of the Coordinating Council of the University's cadet and student self-government.
1.4. The Rules are posted in a place accessible for review, as well as on the official website of the University. After enrollment, during the first 10 days of study, the head of the institute, faculty of the University where the higher education student is studying is obliged to organize the familiarization of each higher education student with the requirements of these Rules against his/her personal signature. After that, the certificate of familiarization is kept by the head of the institute, faculty of the University during the entire period of study at the University of the higher education applicant.
Section 2. Standards of behavior, responsibilities 2.1. Higher education students are obliged to:
2.1.1Fulfill the requirements of the relevant educational program or approved individual plan, attend compulsory classes and complete all types of tasks provided for in the curriculum and programs of academic disciplines in a timely manner.
2.1.2. Respect the honor, dignity and personal integrity of other participants in the educational process, regardless of their gender, age, financial status, social status, race, religious and political beliefs. To comply with the requirements of the legislation of Ukraine and internal regulatory documents of the University, not to commit offenses and not to intentionally contribute to their commission by other persons.
2.1.3. In the course of the educational process or self-study, systematically and deeply master theoretical knowledge and acquire practical skills in the chosen specialty.
2.1.4. In case of absence from the University, report your absence to the dean's office employee (course leader, course methodologist) and on the first day of attendance submit documents of the established form (medical certificates, summonses, and/or others) explaining and confirming the reason for the absence. In the absence of the above documents, provide a written explanation of the grounds and/or reasons for absence at the request of the head of the institute, faculty of the University.
2.1.5. Execute orders and instructions of the University management. Not to use the name, emblems and / or other conventional signs or marks that are directly or indirectly associated with the University, Institute, Faculty in personal, economic or other interests without prior approval of the University, Institute, Faculty management.
2.1.6. To comply with the requirements of regulations and acts of the University, including those regulating the educational process, as well as their organization and implementation of measures for safety, labor protection, fire safety rules, once a year to undergo a preventive medical examination. If a higher education student appears at the University with signs of alcohol, drug and/or other intoxication, persons authorized by the authorities are summoned on behalf of the University management to conduct an examination in accordance with applicable law.
2.1.7. To comply with the procedure for storing material assets and documents established by the University. To treat the property of the University with care, to use equipment, machinery and accessories efficiently and safely, to take measures to ensure the safety of the property of the University. Not to use the property of the University in cases not provided for by the educational process. In case a higher education student causes material damage to the University, he or she shall be held legally liable in the manner prescribed by the current legislation of Ukraine, acts of the University, these Rules and shall compensate for the material damage caused in accordance with the procedure established by law.
2.1.8. Adhere to the rules of business etiquette, be restrained in dress. It is not allowed to stay in the premises and territory of the University in shorts, sportswear (except for physical training), or beachwear, as well as wearing jewelry or clothing that is offensive, humiliates the national or religious rights of others, or is immoral. It is not recommended to apply tattoos to exposed parts of the body and wear body jewelry and elements made by piercing or implantation.
2.1.9. Do not violate generally recognized moral and ethical standards implemented in a separate part of the territory of Ukraine and/or the entire territory of Ukraine. Applicants for higher education are prohibited from producing, posting (distributing) in social networks materials with their participation or the participation of other applicants for higher education using the uniform of a police officer, police symbols, property or premises of the university that violate generally accepted moral and ethical standards, create a negative image of a higher education applicant of the university.
2.1.10. To be polite, friendly, disciplined, adhere to a high culture of communication, prevent conflicts in relations with students and employees of the University, maintain cleanliness and order on the territory and premises of the University. To contribute to the preservation and enhancement of glorious traditions, to honor and study the past and present of the University, the creative achievements of its prominent scientists, teachers, and graduates.
2.1.11. Adhere to the access control regime established at the University, upon request, present your student ID card or service ID.
2.2. On the territory and in the buildings of the University is prohibited:
2.2.1. During classes, without the permission of the scientific and pedagogical worker who conducts the training session, enter and leave the audience or lecture hall where the classes are held, get up from their training places, talk loudly, walk around the audience or lecture hall, distract yourself and distract other participants in the educational process.
2.2.2. Without the permission of the head of the institute, the faculty to move, including taking out the property of the University from the premises.
2.2.3. Conduct political actions, post or distribute campaign material. Without prior approval, post ads, or any printed material.
2.2.4. Perform any acts directly or indirectly related to drugs, precursors or their analogues, tranquilizers, poisonous chemicals, acids and alkalis, gases, firearms or cold weapons, ammunition, explosives and flammable materials.
2.2.5. Leave unattended personal clothes and belongings.
The University is not legally responsible for the safety of personal belongings of the applicant for higher education and other persons remaining in the premises and/or territory of the University.
2.2.6. Use the property belonging to the University for personal purposes, spoil the walls, furniture and stands of the University, litter in the premises and on the territory of the University.
2.2.7. Bring goods for sale and trade such goods, provide services.
2.2.8. Eat or drink in the classroom. Leave open windows and lights on after training sessions.
2.2.9. To perform on the territory and in the premises of the University any actions that are directly or indirectly related to alcoholic, low-alcohol drinks, to be in a state of alcoholic or narcotic intoxication.
2.2.10. Smoking tobacco products, electronic cigarettes in the premises and not designated places.
2.2.11. Transfer your student ID, service ID, electronic pass to other persons and use the student ID, service ID or electronic pass to pass to the University of another person.
2.2.12. Bring unauthorized persons to the University without prior agreement with the leadership of the institute, faculty.
Section 3. Violation of the rules of conduct
3.1. Gross violations of the Rules include:
3.1.1. The use of profanity in conversation, or obscene gestures, insult (words, gestures, actions) of University employees, or applicants for higher education, especially committed on the basis of interethnic or interreligious relations.
3.1.2. Involvement or encouragement to participate in conflicts, strikes.
3.1.3. Appearance on the territory of the University in a state of alcoholic or narcotic intoxication.
3.1.4. Use, distribution or storage on the territory of the University of alcoholic beverages (including beer and other low-alcohol beverages), narcotic, psychotropic substances, precursors or their analogues, sedatives and tranquilizers, other drugs or toxicological effects.
3.1.5. Bringing to the University of materials of a pornographic nature, weapons or ammunition (including their dummies, models and individual parts), explosive and flammable substances and materials, any pyrotechnic means; items and substances that are prohibited on the territory of Ukraine.
3.1.6. Playing cards or other gambling.
3.1.7. Organization, participation or incitement to illegal actions (actions), as a result of which the order of the educational process was violated, disrupted (in whole or in part) training sessions or events, normal activities of the University as a whole or its structural units.
3.1.8. Intentional damage or destruction of furniture, equipment, other property of the University, incitement or any assistance to this.
3.1.9. Forgery of signatures in documents, writing, correction, including in the journal of accounting for the work of the academic group, the examination sheet, the individual plan of the applicant for higher education, incitement or any assistance to this.
3.1.10. Entering by the applicant for higher education or the headman of the group into the journal of accounting for the work of the academic group of false information about the applicant for higher education attending classes.
3.1.11. Committing a crime or committing an offense or violation of the requirements of the current legislation by an applicant for higher education.
3.2. Violations of the Rules include:
3.2.1. Ignoring (non-fulfillment) of the legal requirements of the management of the University, institute, faculty, scientific and pedagogical workers, including - refusal or evasion of the applicant for higher education from fulfilling the requirements for the provision of an identity document, student card or service certificate, as well as reporting false information about himself or refusal to report reliable information about himself (surname, name, structural unit, number of the training group or platoon where the applicant for higher education is studying).
3.2.2. The use of higher education by the applicant without the permission of teachers at lectures, seminars, practical and other types of technical equipment, including for gaming purposes.
3.2.3. Late for classes and compulsory events at the University.
3.2.4. Refusal to provide an oral or written explanation necessary in a certain situation, at the request of a representative of the management or a scientific pedagogical worker or curator.
3.3. In order to ensure proper order on the territory of the University, prevention and suppression of illegal actions that violate generally accepted norms of morality, ethical norms (hereinafter - immoral acts or actions), University officials, curators and scientific and pedagogical workers are endowed with the rights:
3.3.1. Enter freely into classrooms, lecture halls, laboratories, other educational and technical premises of the University to stop violations of public order, moral standards, in order to stop, identify and identify violators.
3.3.2. Demand from violators of public order, rules and norms of fire safety, industrial sanitation and hygiene, generally accepted norms of morality, as well as from persons who allow or contribute to violation of the provisions of the Charter of the University, regulations on the institute, faculty, these Rules, immediate cessation of illegal or immoral actions. It is mandatory to report violations to the relevant officials on the same day.
3.3.3. Upon termination of unlawful actions, to establish the identity of each offender, and for this purpose, the management and other officials of the University, scientific and pedagogical workers, have the right to require applicants for higher education and other persons located on the territory of the University to present a document certifying their identity.
3.4. For failure, or improper performance of the curriculum or duties under the terms of the Agreement, violation of these Rules, the following disciplinary penalties may be applied to the applicant for higher education, provided for by the Charter of the University, the regulation on the institute or faculty: - oral remark; - temporary non-admission to classes, - expulsion from the University.
3.5. For gross violations of these Rules, the head of the institute, the faculty invites the applicant for higher education or his parents, or the person specified by the party in the Interview Agreement, and also notifies them of the application of the following disciplinary penalties to the violator: not admission to classes or expulsion from the University. The head of the institute, faculty can notify in writing the organization, enterprise or institution where the applicant for higher education in absentia about the violation committed by him.
3.6. In the event of material damage to the University, the offender (and in the case of his minor - parents, or a party to the Agreement) reimburses them in full.
3.7. For the conscientious and impeccable performance of their duties, the applicant for higher education can be encouraged by the leadership of the University. Types of incentives for the applicant for higher education: - declaration of gratitude; - placement on the Honor Board; - sending a letter of gratitude to parents or a person who is a party to the Agreement, or to the enterprise where the applicant for higher education works; - awarding with a diploma; - submission for awarding with a diploma of executive authorities or local self-government; - nomination to establish scholarships, awards or other monetary incentives, etc.
3.8. The right to apply incentives or disciplinary sanctions to the applicant for higher education is granted to the rector of the University on the proposal of the leadership of the institute, faculty.
3.9. In order to improve the organization of control over training, discipline, as well as to ensure the protection of the rights of applicants for higher education, an active role in the organization of training is given to self-government bodies that carry out their activities in accordance with the Regulations on cadet-student self-government at the University.
3.10. The expulsion of the applicant for higher education from the Institute, the Faculty of the University is carried out by order of the rector of the University on the basis of the application of the applicant for higher education or on the written request of the head of the Institute, the Faculty on the grounds provided for by the current legislation of Ukraine, the Charter of the University, the regulations on the Institute, the Faculty, these Rules and the Agreement.
3.11. Disciplinary penalties, including deductions, can be applied to the applicant for higher education, with the head of the institute receiving explanations from the faculty in writing. Refusal to provide explanations must be confirmed by the relevant act of refusal of the applicant for higher education to provide such an explanation or the inability for certain reasons to receive it.
3.12. It is not allowed to apply a disciplinary sanction in the form of expulsion of the applicant for higher education from the University during his illness, stay on vacation, academic leave or leave in connection with pregnancy and childbirth.
3.13. When applying a disciplinary sanction, the degree of severity of guilt, the circumstances under which the offense was committed or a violation of the Rules should be taken into account.
3.14. As mitigating circumstances may be considered: excellent training, availability of incentives; previous impeccable behavior of the applicant for higher education, which is confirmed by the positive characteristics provided by his supervisor, scientific and pedagogical workers, the cadet-student self-government body; awareness and admission of guilt in committing a disciplinary offense.
3.15. The decision to apply a disciplinary sanction is made within a month from the date of detection of guilt, not taking into account the time of illness of the offender, his stay on vacation and (or) his stay on vacation.
3.16. Only one disciplinary penalty can be applied for each fault.
3.17. For violation of the rules of residence in the hostel (hotel) of the University, the applicant for higher education is responsible in accordance with the concluded Agreement, the Regulation on the hostel, the Charter of the University.
3.18. Visitors to the University for violation of these Rules may not be allowed to the institution or expelled from it, and if necessary transferred to law enforcement agencies.
Section 4. Preventing, detecting and combating corruption at the university
4.1. Applicants for higher education must comply with the Anti-Corruption Program of the University, which is a set of measures, rules, standards and procedures to prevent, detect and combat corruption in the activities of the University and the current anti-corruption legislation of Ukraine.
