Main functions and tasks

 

Operative, detective, criminal investigation officer, storm of criminals - the heroic image of such law enforcement officers is often portrayed in books and films. But in reality, this is a job for brave, determined and purposeful people of honour and courage.

 

These are the young people who study at the Educational and Research Institute for Training Specialists for Criminal Police Units of the National Police of Ukraine of Odesa State University of Internal Affairs, whose history dates back to the first days of the institution's existence.

 

It was founded on 27 February 1922 as a school for training senior and junior police officers at the Odesa Provincial Police. In 1929, for the first time, the Odesa Police School developed a 1-year programme for training criminal investigation agents. Since 1932, the School of Police for the Training of Middle Management Staff has been training operational commissioners of the Criminal Investigation Department. In 1952, the school was reformed into the Odesa Special Secondary Police School, which trained criminal investigation officers. 

 

Already in independent Ukraine, on 12 December 1994, by Resolution of the Cabinet of Ministers of Ukraine No. 818 and Order of the Ministry of Internal Affairs of Ukraine No. 108 of 20 February 1995, the Odesa Institute of Internal Affairs of the Ministry of Internal Affairs of Ukraine was established on the basis of the police school, with the Criminal Police Faculty as its specialised department. Subsequently, on 7 November 2015, by Order of the Ministry of Internal Affairs of Ukraine No. 1392, Faculty No. 1 for Training of Specialists for Criminal Police Units was established at Odesa State University of Internal Affairs on the basis of the existing Criminal Police Faculty, and on 11 June 2019, by Order of the Ministry of Internal Affairs of Ukraine No. 479, the unit was reorganised into the Faculty of Training of Specialists for Criminal Police Units of Odesa State University of Internal Affairs, which has been carrying out educational activities for five years. 

 

In order to optimise the work of the Ministry of Internal Affairs of Ukraine and, in particular, higher education institutions with specific training conditions that are under the management of the Ministry of Internal Affairs of Ukraine, organisational and staffing changes were made. Based on the results of the work carried out, by the order of the Ministry of Internal Affairs of Ukraine dated 07 June 2024 No. 400, a new subdivision was created in the staff of Odesa State University of Internal Affairs - the Educational and Research Institute for Training Specialists for Criminal Police Units of the National Police of Ukraine.

 

Today, the institute trains personnel for the criminal police units of the National Police of Ukraine under the state order, namely: training of higher education applicants on a full-time basis on the basis of a complete general secondary education with a bachelor's degree in the speciality: ‘Law Enforcement’ (262) (training period - 3 years).

 

The Educational and Research Institute for Training of Specialists for Criminal Police Units of the National Police of Ukraine comprises two departments and a laboratory:

 

 - Department of Operational and Investigative Activities;

 

 - Department of Firearms Training;

 

 - Research laboratory on topical issues of criminal analysis.

 

The academic staff has considerable experience in practical activities, as the lecturers have repeatedly participated in solving crimes, holding various positions in practical units, and participated in anti-terrorist activities and combat operations. The rich empirical material has been transformed into unique training courses and relevant research.

 

The academic staff of the Department of Operational and Investigative Activities throughout the entire period of study develops the cadets' skills of operational work in practical units and the specifics of solving criminal offences of various types and directions.

 

Specialists of the firearms training department develop the necessary skills and abilities in handling firearms.

 

The researchers of the Research Laboratory investigate problematic issues of criminal analysis and are called upon to provide scientific assessment and assistance to criminal police officers.

 

Under the guidance of experienced lecturers, the cadets work hard to master the latest achievements of legal science and special disciplines, learn to use special equipment, study special tactics and master the skills of assisting victims.

 

The institute has all the necessary conditions for study and recreation, allowing you to show your individual qualities in education, science and sports. The cadets have the opportunity to engage in scientific activities, participate in conferences and all-Ukrainian competitions of scientific papers.

 

Many of the Institute's cadets are engaged in creative activities in the university's teams and  in professional and applied sports. Today, the institute trains internationally recognised masters of sports of Ukraine, masters of sports of Ukraine, and candidates for master of sports of Ukraine, including world and European champions, champions of international and national tournaments, members of national teams of Ukraine and university teams in applied sports.

 

The main goal of every operative is to observe the law, perform their functions accurately and remain a fair, honest person who is worthy of calling themselves a Ukrainian police officer. 

 

The Educational and Research Institute for Training of Specialists for Criminal Police Units of the National Police of Ukraine is:
