Born in 1979 in the village of Hrebenky, Vasylkiv district, Kyiv region.

In 2000, he graduated from the National Academy of Internal Affairs of Ukraine with a degree in Law and received a law degree. In 2002, he graduated from the National Academy of Internal Affairs of Ukraine with a degree in Law and received a master's degree.

He began his service in the Ministry of Internal Affairs in August 1996. In July 2000, he was appointed as an operative of the Criminal Investigation Group of the 13th City Police Department of the Podilsky District Department of the Ministry of Internal Affairs of Ukraine in Kyiv.

During 2003-2005, he held the position of adjunct of the doctoral program and adjunct of the center for training of scientific and pedagogical staff of the Educational and Research Institute of Management of the National Academy of Internal Affairs of Ukraine.

From December 2005 to June 2013, he served in the internal affairs agencies as a middle and senior officer of the State Security and Public Safety units.

From June 2013 to November 2015, he was an associate professor of the Department of Administrative Activity of Internal Affairs and Economic Security of the Faculty of Training for Criminal Police Units of Odesa State University of Internal Affairs.

In December 2015, he began his service in the National Police of Ukraine as a professor of the Department of Administrative Activity of Internal Affairs and Economic Security of the Faculty № 2.

Since September 2019, he has held the position of Head of the Department of Administrative Activities of the Police of the Faculty of Training of Specialists for Preventive Activities.

On January 17, 2022, he was appointed Vice-Rector of Odesa State University of Internal Affairs.

He defended his dissertation for the degree of Doctor of Laws at Odesa State University of Internal Affairs in the specialty 12.00.09 - Criminal Procedure and Criminalistics; Forensic Science; Operational and Investigative Activities on the topic “Conceptual Framework for Combating Violent Crimes Against Children”.
