Born in 1983 in Boryspil, Kyiv region.
In 2004, he graduated from the Kyiv Law Institute of the Ministry of Internal Affairs of Ukraine, majoring in Psychology; in 2013 - the National Academy of Internal Affairs, majoring in "Jurisprudence".
He started serving in the internal affairs bodies in 2000.
From July 2004 to March 2005, he worked as a psychologist at the department of professional psychological selection and professional orientation of the center of practical psychology at the State Department of Internal Affairs of Ukraine in the Kyiv region.
Since March 2005, he held the positions of the course link of the psychology faculty of the educational and scientific institute for the training of public security personnel and the psychological service of the Kyiv National University of Internal Affairs. Since August 2009, he has been appointed to the position of head of the course of the faculty of initial and special training of the National Academy of Internal Affairs.
From July 2011 to March 2016, he was the head of the service organization department of the National Academy of Internal Affairs.
From March 2016 to June 2022, he held the positions of vice-rector, first vice-rector and rector of the Kharkiv National University of Internal Affairs.
In June 2022, he was appointed rector of the Odessa State University of Internal Affairs.
In 2016, at the specialized academic council of the National Aviation University, he defended his thesis for the degree of Candidate of Pedagogical Sciences with the specialty 13.00.04 - theory and methods of professional education on the topic "Preparation of future officers of the Ministry of Internal Affairs of Ukraine for the protection and maintenance of public order in the process of professional training."
In 2019, he defended his thesis for the degree of Doctor of Law at the National Academy of Internal Affairs on 19.00.06, specializing in legal psychology, on the topic "Formation of the personality of a police officer in the conditions of professional training and professional activity: legal and psychological aspects."
Actively participates in reviewing and mastering dissertation research.
Editor-in-chief of the scientific journal "Southern Ukrainian Legal Journal" of the Odesa State University of Internal Affairs, member of the editorial board of the collection of scientific works "Bulletin of the Kharkiv National University of Internal Affairs" and the scientific journal "Law and Security".
He is the author of more than 170 scientific, scientific-methodical, scientific-practical and educational publications.
Labor and scientific activity was awarded with awards, namely:
– by the certificate of the Verkhovna Rada of Ukraine "For services to the Ukrainian people" in 2016;
– an honorary certificate of the Cabinet of Ministers of Ukraine in 2018;
- the honorary title of Honored Education Worker of Ukraine since 2021.
