Department of financial support and accounting
MAIN TASKS:
- accounting of financial and economic activities of the university and reporting;
- ensuring the correct application of the current working conditions at the university;
- development of measures aimed at efficient use of material and labor resources;
- ensuring simple control over the implementation of the plan for the receipt of funds of the special fund;
- ensuring control over the availability and movement of property, the use of financial and material (intangible) resources in accordance with approved standards and estimates;
- reflecting in the documents reliable information on business transactions necessary for the operational management of budget allocations (appropriations), financial and tangible (intangible) resources.
FUNCTIONS:
- develops draft estimates of income and expenses based on proposals submitted to the department by university services;
- ensures planning and control over the receipt and effective use of the special fund;
- exercises control over the correct and appropriate use of financial resources, compliance with financial, calculation and estimate discipline;
- prepares accounting and statistical reports
- ensures submission of reports in due time to the Ministry of Internal Affairs of Ukraine, bodies of the State Treasury Service of Ukraine, the Pension Fund, the Fund for Compulsory State Insurance against Industrial Accidents and Occupational Diseases, the State Social Insurance Fund, statistical bodies and tax inspection in accordance with the regulatory documents and in approved forms;
- prepares and submits analytical conclusions on the results of financial and economic activities, as well as proposals for eliminating shortcomings and improving the financial and economic situation to the university management;
- organizes and monitors compliance with the current regulations on the remuneration of police officers seconded from the National Police, cadets, master's students, adjuncts and employees;
- ensure compliance with budget legislation when making budget commitments, timely submission for registration of such commitments, making payments in accordance with the budget commitments, accurate and complete reflection of transactions in accounting and reporting;
- timely and full transfer of taxes and fees (mandatory payments) to the budget;
- ensuring compliance with the requirements of regulatory legal acts on the use of financial, material (intangible) and information resources during the adoption and execution of documents on business transactions, inventory of non-current assets, inventory, cash, documents, settlements and other balance sheet items.
