OSUIA Held Training on Key Provisions of Anti-Corruption Legislation
On 24 September, Odesa State University of Internal Affairs (OSUIA) hosted a training session entitled “Key Provisions of Anti-Corruption Legislation” for representatives of territorial bodies of the Ministry of Internal Affairs of Ukraine, as well as institutions, organisations and enterprises under the management of the Ministry of Internal Affairs in Odesa, Mykolaiv and Kherson regions.
The training was aimed at enhancing employees’ professional knowledge in the field of corruption prevention and counteraction, fostering a sustainable culture of integrity, and improving practical skills in applying anti-corruption legislation in professional activities.
The participants were welcomed by Vadym Pidhorodynskyi, Vice-Rector of Odesa State University of Internal Affairs.
The event was also attended by Anatolii Fodchuk, Head of the Corruption Prevention Department of the Ministry of Internal Affairs of Ukraine, and Maryna Kohut, Coordinator of the NATO-Ukraine Building Integrity Programme, who welcomed the participants and emphasized the importance of systematically strengthening anti-corruption culture, integrity and professional ethics within the Ministry of Internal Affairs system.
The training programme covered key issues related to the application of anti-corruption legislation, requirements for ethical and integrity-based conduct, prevention and management of conflicts of interest, compliance with statutory restrictions, as well as practical aspects of liability for corruption-related and corruption offences.
Particular attention during the training was paid to practical situations that may arise in the day-to-day professional activities of employees within the Ministry of Internal Affairs system, as well as to appropriate response algorithms when corruption risks emerge.
Around 90 representatives of the Main Service Centre of the Ministry of Internal Affairs of Ukraine, research and forensic expert centres, state institutions – territorial medical associations of the Ministry of Internal Affairs in Odesa, Mykolaiv and Kherson regions, as well as employees of Odesa State University of Internal Affairs, took part in the training.
The event was moderated by Svitlana Faichuk, Anti-Corruption Officer of OSUIA.
The following academic and teaching staff of Odesa State University of Internal Affairs contributed to the training:
• Viktoriia Sirko, Associate Professor of the Department of Administrative and Legal Disciplines;
• Hanna Sobko, Professor of the Department of Criminal Law and Criminology;
• Hanna Sherstiuk, Associate Professor of the Department of Administrative Law and Administrative Activities.
An important component of the training was the practical session devoted to liability for corruption and corruption-related offences.
The session was supported by law enforcement representatives: Serhii Zghama, Police Lieutenant Colonel and Deputy Head of the Corruption Counteraction Unit of the Odesa Office of the Internal Security Department of the National Police of Ukraine, and Dmytro Revun, Police Major and Acting Head of the 6th Unit (Corruption Counteraction) of the Strategic Investigations Department in Odesa Region.
In their presentations, they familiarized participants with practical aspects of detecting corruption offences, the specifics of documenting such offences, and issues related to bringing offenders to justice.
Such training activities contribute to strengthening the professional competence of employees within the Ministry of Internal Affairs system, timely identification and mitigation of corruption risks, developing common approaches to the application of anti-corruption legislation, and strengthening a culture of integrity.
Odesa State University of Internal Affairs will continue to organize educational and awareness-raising activities aimed at promoting integrity, preventing corruption, and enhancing the effectiveness of anti-corruption compliance within the Ministry of Internal Affairs system of Ukraine.
