Department of Civil Law Disciplines
The Department of Civil Law Disciplines is one of the departments of the Institute of Law and Security and was established in 2024, becoming the successor to the department of the same name, which has a long history dating back to 1999.
In 2024, the department was merged with the Department of Labor, Land, and Economic Law.
The educational activities of the department are reflected in the content of the educational programs implemented at the university, a certain part of which consists of elective educational components that mediate the creative proposals of the department's scientific and pedagogical staff in response to the requests of applicants within the framework of the formation of their individual educational trajectories.
The private law essence of the department's activities is also reflected in the department's research topic, “European integration trends in the protection of private interests in law enforcement,” which permeates all manifestations of the department's legal personality as a structural unit of the university.
The scientific and pedagogical staff of the department maintain scientific ties with representatives of educational institutions of the Ministry of Internal Affairs system and other higher education institutions of Ukraine, cooperate with practical divisions of the Main Department of the National Police of Ukraine in the Odesa region, as well as with general secondary education institutions by carrying out preventive and educational work.
The current staff of the department is a team of like-minded people, most of whom have many years of experience in scientific and practical work. The department employs 11 people, 10 of whom have a PhD in law, 3 have the academic title of professor, 5 have the academic title of associate professor, and 2 are practicing lawyers.
The department provides scientific and advisory services in response to official requests from the Constitutional Court of Ukraine, the Supreme Court of Ukraine, executive and judicial authorities, local self-government bodies, citizens, and legal entities.
Representatives of the department are regular participants in the annual university competition “Teacher of the Year,” where they have repeatedly won prizes.
The Department of Civil Law Disciplines holds an Olympiad for experts in civil and family law. Participants complete tasks in two stages, with the best performers in the first round being selected to proceed to the second round, which is held with the participation of representatives from practical departments.
The department directly participated in holding the III All-Ukrainian Tournament on Civil Law and Procedure “PRO ET CONTRA” at the Faculty of Economics and Law of Odessa National University named after I. I. Mechnikov and the Court of Appeal of Odessa Region. In this event, representatives of Odessa State University of Internal Affairs, accompanied by scientific and pedagogical staff of the Department of Civil Law and the law firm “AS: Legal,” took an honorable fourth place among 12 teams.
The work of the scientific and pedagogical staff of the department with higher education students has yielded certain results, in particular, materials by master's student I.V. Koval were submitted to a competition of scientific works announced by the Ministry of Education and Science of Ukraine and the Prosecutor General's Office of Ukraine on the topic “Seven steps of a prosecutor towards society.”
The department has developed a good tradition of preparing, together with representatives of the law firm AS: Legal, applicants to participate in the All-Ukrainian debate tournament on civil law and procedure, “Mastery of Judicial Speech.” A.S. Kryvopysha, a student at the Institute of Law and Security of Odessa State University of Internal Affairs, took part in a competition for first-level (bachelor's) research papers at higher education institutions under the jurisdiction of the Ministry of Internal Affairs and wrote a research paper under the guidance of Professor O.V. Tserkovna of the Department of Civil and was awarded a third-degree diploma in the nomination “Civil and Economic Law Sciences.” In 2024, V.M. Khabieev, a student at the Institute of Law and Security of Odessa State University of Internal Affairs, took part in a competition for scientific works at the first (bachelor's) level of higher education institutions under the jurisdiction of the Ministry of Internal Affairs and wrote a scientific paper under the guidance of Associate Professor of the Department of Civil and economic disciplines, I.A. Serednytska, and was awarded a third-degree diploma in the category “Civil and Economic Law Sciences.”
The scientific and pedagogical staff of the department are involved in teaching advanced training courses in civil and commercial law, and also participate in a project to train specialists in safety in the educational environment, conducted under the auspices of UNICEF.
The scientific and pedagogical staff of the department perform the duties of curators. Every week, together with the management of the Institute of Law and Security, they participate in summarizing the results of training and discipline, and guide the independent work of students. This work covers cultural and educational, patriotic, educational, and charitable activities. Special attention is paid to individual educational work with higher education applicants.
As part of career guidance work with graduating students assigned to teachers of educational institutions, educational meetings and discussions are held periodically. During these meetings, information about the university is provided, teachers explain the rules of admission and study, and answer questions.
