Department of Professional and Special Disciplines
The Department of Professional and Special Disciplines of the Institute of Law and Security of Odessa State University of Internal Affairs was established in accordance with the requirements of the Order of the Ministry of Internal Affairs of Ukraine “On Organizational and Staff Changes in the Ministry of Internal Affairs” No. 400 dated June 27, 2024, and in accordance with the order of the rector of the ODUVS dated June 27, 2024, “On the announcement of the list of changes in the university's staffing.”
The department is an educational and scientific structural unit of the Institute of Law and Security of the Odessa State University of Internal Affairs.
The scientific and pedagogical staff of the department provides educational, educational, methodological, and research work in the training of lawyers and future employees of the National Police in the specialties 262 Law Enforcement and 081 Law.
The main tasks of the department are:
• organizing and implementing the training of specialists in ten academic disciplines assigned to the department;
• conducting scientific research in the department's field;
• providing organizational and methodological assistance to the faculty management and curators of study groups in conducting educational and sports and mass work with students.
The scientific and pedagogical staff of the department are united by the common cause of training law enforcement specialists and legal experts, ensuring the professional readiness of police officers and legal experts in line with modern requirements in areas such as:
• special physical training – helps to significantly improve the level of general and special physical training of future law enforcement officers, to skillfully apply physical force, self-defense and hand-to-hand combat techniques in extreme situations when detaining offenders and protecting against attacks by armed criminals, and to develop the ability to withstand significant physical and psychological stress while performing official duties to maintain public order and fight crime;
• Firearms training − helps higher education students acquire knowledge of the technical characteristics and material components of the National Police's firearms (PM pistols, Fort-12 pistols, Dragunov sniper rifles, AKS-74U assault rifles, etc.) and safety measures when using them; mastering basic shooting skills with these types of weapons, gaining practical shooting experience (including techniques and rules for rapid fire in various conditions and from different positions, etc.) with training weapons;
• Tactical and special training – helps students learn tactical techniques for preventing and stopping administrative and criminal offenses in public places; the grounds and procedure for police officers to use physical force, special equipment, and firearms; tactics for immediate action by police officers at the scene of an incident; the procedure for checking documents and delivering persons suspected of committing an offense to the police, etc.
• Pre-medical training – ensures that future law enforcement officers and lawyers acquire modern medical knowledge and practical skills in providing pre-medical assistance to victims, as well as the skills and abilities to act tactically in extreme situations to save lives and preserve the health of citizens.
• Personal safety of police officers – provides students with professional knowledge on the professional actions of police officers in difficult conditions (emergency situations of natural, man-made, socio-political origin, etc.), as well as providing assistance to victims or avoiding injury from dangerous factors while on duty (at the workplace).
• Operational-investigative activities – the study of this academic discipline covers the norms of operational-investigative legislation, the forms, measures, and means of operational-investigative activities of law enforcement agencies, and the specifics of the National Police's operational-investigative response to criminal offenses.
Basic military training – develops a high level of conviction as a patriot of Ukraine, applies techniques and methods of psychological adjustment (self-regulation) to perform the tasks necessary to fulfill the constitutional duty to defend the Fatherland, independence, and territorial integrity of Ukraine.
Students actively participate in sports competitions at various levels and are winners and prize-winners of regional, national, and international tournaments.
The scientific and pedagogical staff of the department prepare and publish teaching materials, develop teaching aids to assist students and listeners (practicing law enforcement officers), interdepartmental scientific and practical seminars are held, teachers participate in departmental university and All-Ukrainian conferences on relevant topics, and publish scientific works in professional publications of categories B and A.
The scientific and pedagogical staff develops the best traditions of previous generations of department employees and veterans of the Institute of Law and Security, making a significant contribution to the honorable cause of educating and training future employees for the National Police of Ukraine.
