About the laboratory

Research laboratory on topical issues of criminal analysis

 

The Research Laboratory was established by the Order of the Ministry of Internal Affairs of Ukraine No. 744 dated 31.08.2017 and is a scientific structural unit of the Educational and Research Institute for Training Specialists for Criminal Police Units of the National Police of Ukraine of Odesa State University of Internal Affairs.

 

The main tasks of the Research Laboratory are as follows:

 

Provision of scientific, practical, consulting and other types of services on the problems of implementing criminal analysis to the Ministry of Internal Affairs of Ukraine and other law enforcement agencies.

 

Conducting information and analytical activities in criminal proceedings in relation to information of interest to the National Police units regarding persons, objects, organised groups or criminal organisations, and other information that facilitates the investigation of offences.

 

Identification and assessment of criminal threats to a person, society, and the state, with the aim of setting priorities and formulating management decisions to prevent criminal offences and combat crime.

 

Implementation of an information and analytical system designed for criminal analysis and software for processing, integrating, analysing and storing information, using all available databases (banks) of the MIA and the National Police of Ukraine.

 

Submitting proposals to the Ministry of Internal Affairs of Ukraine on drafting legislative, regulatory, organisational and administrative acts, information and analytical products, methodological recommendations on the development and use of the criminal analysis system in the activities of the National Police of Ukraine.

 

Publishing the results of the Laboratory's activities and implementing them in practice and the educational process, ensuring patent and licensing work.

 

Publication of research results (except in cases related to confidentiality) at conferences, seminars, in scientific publications and on official websites.

 

Participation in international meetings and conferences on issues within the Laboratory's competence.

 

Organising and conducting training and workshops for employees who conduct criminal analysis in their activities to apply the best international practices in this area.

 

Following the procedure established by law, the Laboratory shall cooperate with other structural units of the Ministry of Internal Affairs of Ukraine, other law enforcement and government agencies, as well as law enforcement agencies of foreign countries, enterprises, institutions and organisations regardless of their form of ownership.
