Department of Administrative and Legal Disciplines
One of the important tasks of the state is to provide state authorities and local self-government bodies with qualified employees with legal education. The implementation of the task of good governance in the system of public administration of the state requires future lawyers to focus on studying administrative and legal disciplines.
In order to train qualified lawyers of the first, second, and third levels of higher education, the Department of Administrative and Legal Disciplines was established at the Institute of Law and Security of Odessa State University of Internal Affairs by Order No. 400 of the Ministry of Internal Affairs dated June 7, 2024.
The new department did not arise out of thin air, but rather from the scientific and pedagogical traditions of previous departments of administrative and legal disciplines at Odessa State University of Internal Affairs.
The newly created department was based on the achievements of scientific and pedagogical teams: the cycle of administrative law and administrative activities of internal affairs bodies of the Odessa Secondary Specialized Police School (1922-1994); the Department of Administrative Law and Administrative Activities of Internal Affairs Bodies (OIVS, OYU KhNUVS, ODUVS 1994-2013); the Department of Administrative Law and Administrative Procedure of ODUVS (2013-2024).
Over a long period of time, the department's traditions were shaped by such renowned scholars as: Academician of the Academy of Legal Sciences of Ukraine, Professor S.V. Kivalov, Doctors of Law, Professors: Dodin E.V., Baimuratov M.O., Berlach A.I., Voloshchuk A.M., Grokholsky V.L., Kalayanov D.P., Katerenchuk I.P., Koristin O.E., Yarmaki H.P.
Today, the department also has strong scientific and pedagogical potential, with five doctors of science working in its ranks, including Honored Lawyer of Ukraine, Doctor of Law, Professor Yarmaki H.P., scholarship holder of the Cabinet of Ministers of Ukraine for outstanding achievements in the field of higher education, Doctor of Law Kalayanov D.P., People's Deputy of the Mykolaiv Regional Council, Doctor of Law, Associate Professor Pidpala I.V., four candidates of legal sciences, and two doctors of philosophy. In total, eleven of the twelve scientific and pedagogical employees of the department have scientific degrees.
All scientific and pedagogical staff have practical experience working in state law enforcement agencies, local government bodies, educational and scientific institutions of Ukraine.
A positive aspect of the department's team is the fact that eight of its current employees received their scientific and pedagogical training within its walls.
The Department of Administrative and Legal Disciplines of the Institute of Law and Security of Odessa State University of Internal Affairs is one of the leading departments of the institute and the university. It is a graduating department, training lawyers in the specialities of “law” and “law enforcement” at the educational levels of “bachelor”, ‘master’ and “doctor of philosophy”.

The department constantly works to summarize the best practices of public authorities, law enforcement, and judicial bodies for further use in the educational process.
Binary classes are systematically held with the participation of public authorities, heads of bodies and departments of the Main Directorate of the National Police of Ukraine in the Odesa region, the regional prosecutor's office, local judicial authorities, including with the involvement of graduates of the institute and faculties of the university from previous years;
The department maintains constant contact with practical bodies while providing assistance to practitioners in studying new regulations and discussing current issues of their application at joint round tables, as well as on specific issues related to the organization of student internships and the search for effective mechanisms for involving practitioners in scientific work.
Organization and implementation of the educational process in administrative and legal disciplines at the appropriate scientific and methodological levels with the aim of training highly qualified specialists.
Virtually all scientific and pedagogical staff of the department perform the duties of curators. Every week, together with the management of the structural units of the university, they take part in summarizing the state of training of higher education seekers, consider issues of discipline during the educational process and in everyday life, and guide the independent work of cadets and students. The components of curatorial activity include cultural and educational, patriotic and educational, enlightenment, and charitable work.
Teachers-curators pay special attention to the spiritual and cultural enrichment of students and cadets by visiting museums and theaters, conducting additional classes and educational events dedicated to the most important dates in the history of the Ukrainian people.
The department has organized a scientific club for cadets, students, and master's students called “Arce Legis” (Fortress of Law). The club is led by senior lecturer Anastasia Viktorovna Boxhorn, PhD in Law.
The aim of the scientific club “Fortress of Law” “Arce Legis” is to ensure high-quality training of highly qualified specialists, to develop their basic systematic skills in scientific research and the ability to apply scientific and technological achievements in practical activities, in particular, researching issues related to instruments for protecting the rights, freedoms, and interests of private individuals in the field of public administration, the use of government governance in public administration, bringing individuals to legal responsibility, etc. Members of the scientific club of cadets, students, and master's students “Fortress of Law” “Arce Legis” hold monthly club meetings to discuss scientific reports on various topics, prepare abstracts for participation in scientific conferences and round tables.
Career guidance work The scientific and pedagogical staff of the department, as well as members of the scientific circle of cadets, students, and master's students “Fortress of Law” “Arce Legis” visit students in their final years of general secondary education.
During the meetings, the current conditions for admission to higher education institutions, available specialties, features of the educational process, etc. are discussed. Scientific and pedagogical staff also conduct lectures on topics that are of interest to future school graduates, in particular, issues of a safe educational environment at school, combating domestic violence, and combating bullying.
