Department of Administrative Law and Process

 

The Department of Administrative Law and Process is a structural subdivision of the Faculty of Training for Preventive Activities of the National Police of Ukraine at Odesa State University of Internal Affairs. It was established in August 1994 and is a specialised educational and research unit that provides quality training of specialists of the first (bachelor's), second (master's) and third (educational and research) levels of higher education in the specialities of Law and Law Enforcement.

 

After reorganisations in 2013 and 2024, the department received its current name and continues to play a key role in the educational process of Odesa State University of Internal Affairs.

 

The academic and teaching staff of the Department includes two Doctors of Law with the academic title of Professor, as well as three Candidates of Law, two of whom have the academic title of Associate Professor. They not only teach academic disciplines, but also actively carry out research activities within the framework of the department's general theme ‘Ensuring Human and Civil Rights and Freedoms in the Public Administration System’, aimed at studying administrative and legal means of protecting human rights, freedoms and interests.

 

The Department actively maintains scientific relations with higher educational institutions of the Ministry of Internal Affairs and other institutions of Ukraine, cooperates with the preventive activity units of the Main Department of the National Police of Ukraine, in particular in Odesa region, and carries out preventive and educational work among students of general secondary education institutions. The faculty of the department acts as mentors of cadets and students, actively promoting the formation of their discipline, independent work and cultural enrichment. Under their guidance, cultural and educational events are held, including visits to museums and theatres, and additional classes dedicated to important historical dates.

 

The department pays special attention to the development of the scientific potential of higher education students. For this purpose, a scientific circle was created, headed by Associate Professor of the Department, Candidate of Law Hanna Sherstiuk.

 

The group brings together cadets and master's students who participate in monthly meetings, discuss scientific reports and prepare materials for scientific conferences and roundtables. The topics of research cover a wide range of topical issues of administrative law, including protection of citizens' rights, application of administrative measures and ensuring the efficiency of public administration.

 

The department also conducts active career guidance work. The academic staff, together with members of the scientific club, visit schools, introduce graduates to the specifics of studying at the university, the conditions of admission, available specialities and opportunities for development. During such meetings, lectures are also held on topics important to young people, such as a safe educational environment, combating bullying and domestic violence.

 

This department not only ensures the high quality of the educational process, but also actively promotes the development of the scientific potential of its students, develops partnerships with other educational institutions and organisations, and plays an important role in the formation of professional and law-aware youth.
