Briefing session with the participation of representatives of EUAM

On 18th of February at Odessa State University of Internal Affairs the briefing session with the participation of the adviser / trainer on police-community interaction with the EUAM Anne Kate Pedersen was  held on the topic “Danish model” for investigating of cruelty and sexual crimes committed against children, and laying a survey of victims of such crimes with video fixation”  for representatives of the scientific and pedagogical staff of  higher education and Master students of  Odessa State University of Internal Affairs.

The main issues on which a foreign specialist stopped during the lecture concerned the investigation of cases of violence and sexual crimes against children, its history, education, legislation, interrogation of children, video fixation and collaboration with other stakeholders.

Anne Kate Pedersen emphasized that until 2000, police was rarely questioned about violence / sexual abuse of children. It was difficult to provide evidence for the court (no witnesses, no technical evidence, no testimony of the child against the testimony of the adult). Courts considered such cases differently. Videos were not accepted as evidence. Children were supposed to testify in court. Cases that were directed to the court was lost / made an acquittal. Some cases were examined by the Supreme Court, but the result did not change.

As  noted by a foreign specialist, the circumstances changed in 2002 when Parliament  introduced amendments to new legislation: the court allow to use video of testimony of a child as evidence; developed special rules that need to be strictly followed; the child does not need to go to court to provide testimony, etc.

Then the specialist told about interrogation of children and special methods, video fixation, investigation, evidence base, and also about collaboration with other stakeholders.

So, we can note, that the event was effective in a working and at the same time friendly atmosphere, and proper organization of the event and a high level of trainer allowed to work fruitfully and get new knowledge.
