A scientific-practical round table “Police cooperation with the population on the principles of partnership: current situation and aspects of development”

Maxim Kornienko, the Head of Administrative Police Activity Department, Faculty of Training Specialists for Preventive Activities Units, Lieutenant Colonel of Police, Doctor of Law, Professor of Odessa State University of Internal Affairs held a Scientific-Practical Round Table “Police cooperation with the population on the principles of partnership: current situation and aspects of development”.

Today, the issues of Police cooperation with the population do not lose their relevance, which is due to the development of a new philosophy of the National Police of Ukraine – serving the population by providing police services.

Deputies, scientists, practitioners, representatives of educational institutions, journalists and students took part in the round table discussion.

First Vice-Rector of Odessa State University of Internal Affairs, Lieutenant Colonel of Police, PhD in Law, Associate Professor Serhii Bratel, in his opening speech noted: “Optimizing positive contact between police officers and community members has the main goal to give a new impetus to domestic forms of cooperation that existed earlier, and to introduce time-tested foreign experience of public participation in law enforcement and human rights activities. And most important: timely prompt response to all citizens’ appeals will undoubtedly increase people’s trust in the police”.

Andrey Samoilenko, the deputy of the Odessa regional council indicated that the responsible local government was interested in maintenance of a law and order in the territory, and safety of community depended on communication between the state power, police and the public.

The main speakers were:

– Olexander Dolzhenkov, Doctor of Law, Professor, Professor of the Political Science and Law Department of the South Ukrainian National Pedagogical University named after K. D. Ushynsky;

– Roman Kuzmych, Acting Deputy Head of the Department – Head of the Precinct Police Officers Department, the Department of Preventive Activities of the Main Department of the National Police of Ukraine in Odesa region, Colonel of Police;

– Vitaliy Kapulyak, Head of the Main Inspectorate of the Main Department of the National Police of Ukraine in Odesa region, Colonel of Police;

– Vyacheslav Nikiforov, Deputy Head of the Odessa Regional Organization of the National Union of Journalists of Ukraine;

– Nadiia Uzhevska, Teacher of history and jurisprudence of Odessa specialized school № 121 I-III degrees ;

– Zhanna Mishkevych, Senior Inspector for Special Assignments of the Department of Commissioners for Control over Observance of Human Rights in Police Activities of the Human Rights Observance Department of the National Police of Ukraine, Lieutenant Colonel of Police;

– Andrii Frankovskyi, Leading Inspector of the Department of Precinct Police Officers of the Department of Preventive Activities of the Main Department of the National Police of Ukraine in Odesa region;

– Oleg Koropatov, Professor of the Administrative Police Activity Department, PhD in Law, Associate Professor;

– Olena Kryzhanovska, Lecturer of the Administrative Police Activity Department, PhD in Law, Associate Professor, Major of Police;

– Ruslan Karagioz, Senior district police inspector VP №2 ORUP №1 of the Main Department of the National Police of Ukraine in Odesa region, PhD in Political Sciences, Associate Professor, Major of Police;

– Dmitro Kalaianov, Professor of the Administrative Police Activity Department, Doctor of Law, Professor.

Summing up the discussion of the scientific-practical round table, the participants emphasized that the police are part of the community they are called to protect it. They are the hope of the people who believe in that the perpetrators will be punished. Whether the police serve well can be judged by whether they are able to effectively address security issues in the service area.
